The Premier of Kathia, officially the Premier of the Kathic Empire, is the head of the Executive Branch and the head of state, as well as the commander-in-chief of the Armed Forces of the Kathic Empire (in conjunction with the Emperor, who is the ceremonial head of state). The Premier is required by the constitution to be informed on all matters of national defense, internal affairs, and international affairs. The Premier primarily deals with matters of foreign affairs, however since the First World War has taken an increasing role in domestic matters in a similar manner of leaders of presidential republics.

Unlike the Prime Minister, the Premier is directly elected by the people of Kathia in a two-round system. The Premier has numerous duties, and is also the Grand Master of the Imperial Order of Merit, the highest civilian honor in Kathia.

The current Premier is Hamilcan Szeb, who was elected in 1602 and then again in 1607. He is a member of the New Democratic Front

Served as an advisor to President Karlan Felidhas from 1389-1400 until he was falsely accused of treason and captured by Coalition forces when he crossed the border into Achysia in 1401. He was instrumental in the peace process that let Kathia restore its title to that of Empire while keeping some framework of the Presidential Republic that had overthrown the Empire over 20 years prior. He ran unopposed in the firs elections as an independent, before founding the Reactionary Party a year later. He remained vary popular, and is often considered the "Founder of Modern Kathia". His legacy includes keeping up Kathic prestige in Azora and abroad, early colonization efforts in the Hanmaric and Dihara, and establishing the modern framework of the Kathic political system with checks and balances.
2 Hycathe Illiszeu

A former general in the Republican Wars, Illiszeu was elected on his promise to restore more facets of the military while increasing colonial efforts abroad of his predecessor. He was an immesly popular leader, both as a general and as a politician. Prior to becoming president, he served in the National Diet from its founding in 1405 until he became president in 1420. At the age of 71 when he took office, he was dubbed "the old man in the office" by both his adversaries and political allies. He died near the end of his first term in 1424. While he did not accomplish all of his goals, his legacy as a general and skilled politicans have ranked him high in opinion polling among past Premiers.

Ayonas became Premier after the death of Illiszeau in 1424. He had previously been Prime Minister, and became the first Prime Minister to assume the Premiership upon the death of the Premier according to Constitutional Law. He was unable to capitalize on his predecessors fame, and was generally seen as uncharismatic, cold, and shrewd. He served the remainder of Illiszeu's term before losing to Aton Ladonas the following year.

A reformer in man aspects, Ladonas ran on a platform to Ladonas to clean up what he saw as a corrupt government. He was well known as a writer who wrote increasingly critical works of the government and deemed those in power "the corrupt few". He became the first non-Reactionary Party Premier upon his ascension to power in 1425. Despite his rhetoric, Ladonas lead a relatively tame Premiership, focusing on expanding colonial holdings to which one observer noted that "the policy of colonizing seems to transcend party, and at this point is default national policy not only for Kathia, but the other major powers who are determined to get the largest slice of the pie". He left behind a mediocre legacy, and proved to be middle of the pack when it comes to ranking past Premiers.

Became the first woman and second Liberal Party Premier upon taking office in 1435. She is noted for her Achysiophobic nature and rhetoric, which was not popular among those who wished to continue the peaceful coexistence that had existed since the end of the Republican Wars. She is noted for her treaty of friendship with Valithoria, which had gained independence from Kathia during the Revolution.

He would only serve as Premier for 3 years, stepping down when the National Diet and the Emperor appointed General Acathe Kalikanau to lead Kathia as it organized its retreat of the government and military to the colonies.

Appointed in an emergency session by the Emperor with the consent of Premier Feszas and the National Diet, Kathia was effectively a Military Junta in the last days before the Fall of Ravonne as he organized an orderly retreat of the government, military, and supplies to Kathia's Diharan colonies. He is known for his steady but firm hand in guiding the Empire in Exile to Dihara and later to victory when the mainland was recaptured in the later stages of the war. The war concluded in Azora in 1535, and Kalikanau allowed for discussions about the Constitution to go forward. In 1545, a Constitutional Convention was called, and a new constution was put in place in Fall 1536, which called for elections the next year. Choosing to retire after a tumultous 7 years, he is now remembered as one of Kathia's greatest premiers for guiding the nation through the hardships of the war and stepping down as a de facto military dictator.

Became the first elected Premier in over 7 years after the the Military Junta relinquished its power after the aftermath of the Second World War. She helped establish Universal Healthcare in Kathia, which is widely regarded as her crowning achievement. She also helped guide the post-war economy, avoiding a recession and helping to infuse money in industries that had been largely destroyed by the war. She is one of the most popular Premiers, and was re-elected in a landslide in 1542, which allowed her to continue her Mutualist policies. She is also credited with establishing Kathia's modern welfare system, and left office with a 67% approval rating. She is constantly ranked in the top 6 best Premiers.

The first veteran of the Second World War to become Premier, his Premiership is widely regarded as a mediocore. While his veteran status helped propel him to the highest elected office, he faced an uncooperative National Diet, and suffered when he tried to dismantle the then new national welfare system. He was further hurt when his Prime Minister was forced to resign in a corruption scandal late in his first term, just before election season. He failed to get re-elected in 1552 when he lost to Ghjuvanni Nieddo, and he would be the last Premier from the People's Party to be elected until Elisa Cassanova in 1592.

Became the first person of Valentine descent to be elected Premier in 1562. He continued the policies of his Mutualist League predecessor Ryal Adikas by instituting a universal basic income, expanding social security, and establishing the Imperial Ministry of Housing to create affordable housing alternatives and combating urban spread within the larger cities. He also expanded the healthcare budget dramatically, which allowed Kathia to have one of the premier healthcare systems in the world. Re-elected in 1557, he would continue to persue his established policies, but would not accomplish much as the Mutualists had a razor thin majority as they lost seats to the newly formed New Democratic Front. Following the two-term precedent of his predecessors, he opted to not run for a third term in 1562.
21 Theron Landac

A decorated veteran of the Second World War, he had been a member of the National Front of Workers and Farmer prior to merging his party with the National Center Party, neither of whom had gained back any of their pre-war influence. A well known orator, he was able to attract many moderate members of the Mutualist League and People's Party after he formed the New Democratic Front in 1553, and nearly propelled the party to being the largest in the National Diet in 1557. He ran for Premier in 1562 and won handily on a "middle-of-the-road" platform, advocating for the moderate expansion of current welfare policies while relaxing regulations on the private sector. He also advocated for continued Azoran integration, his support would eventually lead to the modern Azoran Community. His policies proved to be immensely popular, and he would become a giant in international politics as he would go on to be Kathia's leader for an unprecedented 4 terms. He is often ranked as Kathia's greatest Premier.
22 Heydon Curivan

First person elected after the 20-year rule of Theron Landac and the New Democratic Front. He had been the leader of the Mutualist Party from 1575-1582 when he stepped down after he won the Premiership. A moderate Mutualist in many aspects, he supported continued Azoran integration, as well as continued funding for the space program (which many in the Party did not support). He also put a halt to Kathic nuclear testing as well as ended the expansion of the nuclear arsenal, which had peaked in 1583 with just under 1,000 warheads. He would be re-elected in 1587, and continued many of his policies such as decreasing the nuclear arsenal down to its current 600 warheads. He also continued the expansion of nuclear power of his predecessor, and by the time he left office Kathia would reach 60% of its total power being supplied by nuclear energy.
23 Elisa Casanova

First Premier from the People's Party since 1547, elected on a platform of tax cuts and a reduction of government spending. She would enact the largest change to the Kathic tax code since the Premier Nieddo in 1553. Her tax plan was cited as doing little for the average Kathic, and she remained fairly unpopular throughout her first term. Despite her unpopularity, she was narrowly re-elected in 1597. She faced general striked in 1599 as well as the 1501 Ravonne riots after the death of an Adwan teenager, her response to both crises was critized for its heavy handidness. She was a noted critic of the Azoran Community, and recibed criticism for threatening to pull Kathia out of the AC in 1598. She attempted to run for a third term, however early polls showed her well behind the other candidates and she ended her bid in early 1602, supporting Heydon Bourdhal who would go on to lose. She left office with a low approval rating, and has been ranked low in Premier rankings since she left office.

Known as the "comeback king" for bringing the New Democratic Front back to power after 20 years, he won his first term in 1602 on a legislative agenda of modernizing the economy and was also the most explicitly pro-Azoran candidate in the election. He was initially seen as the unlikely candidate for the New Democratic Front, as Ylal Gourikas was seen as the front runner, however he defeated her in the internal party election. He secured supporters from across the political spectrum, and became the first person since Theron Landac to receive over 50% of the popular vote. He proved to be immensely popular amoung the electorate throughout his first term, and won again in 1607 with an unprecedented 57% of the popular vote. His policies have considerably lowered the unemployment rate, and his stance on the Azoran Community has proved popular, making him one of the AC's de facto leaders.
